行政立法協調會報今(23)日確定本會期的優先法案，包括年金改革相關法案、前瞻基礎建設特別條例、陸生納保等40多案都納入，不過同性婚姻相關修法則未列入；行政院發言人徐國勇表示，年金改革是重中之重，務必在本會期完成相關立法。

原本行政院長林全周四中午都會與立法院黨團幹部進行便當會，不過因為立院黨團新幹部已出爐，徐國勇會後轉述指出，便當會臨時改為行政立法協調會，並改由行政院副院長林錫耀主持會議，討論新會期的優先法案。

徐國勇強調，年金改革是重中之重，舉凡與年金改革相關的法案都列為最優先，包括陸海空軍軍官士官服役條例修正草案、公立學校教職員退休撫卹條例、勞工保險條例部分條文修正草案、勞工退休金條例修正草案、學校教職員退休條例修正草案、公教人員退職退休給與併計黨務人員年資處理條例草案等6案。

至於考試院的部分，行政院說，考試院已提報本會期將送到立院的年改相關法案包括：公務人員退休撫卹法草案、公教人員保險法修正案、政務人員退職撫卹條例修正案等3案，都預計在4月送入立院。

另外，在經濟大建設方面，徐國勇表示，包括前瞻基礎建設的特別條例與特別預算、產業創新條例部分條文修正草案、電信3法等，以及都更相關法案，如都市危險及老舊建築物加速重建獎勵條例草案（老屋重建）、都市更新條例修正草案等也納入。

國民黨總統參選人朱立倫推長照政策，主張以長照保險制，推出1100億元的長照保險計劃。民進黨副總統參選人陳建仁30日表示，對於民進黨版長照政策與對手的不同之處，民進黨利用稅收方式來做，比較能達到所得再分配的原則，也可以減少民眾的負擔，所以稅收制是比保險制符合民眾的需要。

陳建仁指出，民進黨本來就有十年長照的計畫，可是後來馬政府執政後，我們發現有財源不足、人力不足、城鄉差距及社區服務不足的現象。因此，未來新的「10年長照2.0版」會改用所謂的稅收制，希望初期能夠用300億的稅收及30億的公務預算來推動長照。

陳建仁強調，希望推動社區的長照服務中心、社區健康照護中心，並且增加人力及資源，同時利用跨部會整合力量，成立長照的推動小組，整合這些力量就能夠提供民眾社區化、小規模且多元化的照顧。

至於財政部將長照納入綜所稅扣除額，陳建仁表示，這個部份希望大家再來檢視，民進黨的方式還是利用稅收來做，「我覺得選舉的時候應該要很踏實地提出具體可行的方案」。
